So if you say that a standing IP connection was intact this will only be true as long as the session is already open, and as long as no context/location refresh is required.

Also solutions should dynamically utilize whatever (or however little) IP-connectivity bandwidth is availble. Just in case that this is all coverage there is on a large scale deployment when a significant number of devices is be ready to sure to perfectly run on GPRS/EDGE only.
